So...what now?

Okay, we know that the military operates in a cartelized system to get their budgets. My question is this: what do we do about it? The various branches have allies in Congress who keep their favorites healthy. Many Americans have immense faith in the military, so they command strong domestic support. Donald Rumsfeld is attempting to tighten civilian control of the military, but his stance on Iraq (whether or not you agree with it) is costing him domestic support. Furthermore, from what I've heard, Rumsfeld isn't exactly a popular guy within the military. Will the next SecDef try to differentiate himself/herself from Rumsfeld by giving the military more power to choose its own path? I don't know the answer to this. I'm asking all of you.
