2. The United States has, for roughly the last seventy years, made reform of the military procurement process a priority. What are the obstacles to this reform? What reforms are within reach, and what can these reforms accomplish? 
3. The US military continues to muddle through technological transformation in piecemeal fashion. What are the biggest technology-driven changes on the horizon? Is the US military organizationally well-prepared to manage them?
