  1. Imagine a scenario in Estonia in which pro-Russian militias begin (with the presumed support of Moscow) to seize government buildings along the border. What military and intelligence tools, if any, do NATO and the United States have at their disposal to manage this problem? 
  2. The Department of Defense is struggling to maintain capability on a slimmer budget. What areas can DoD target for cuts without sacrificing strategic effectiveness? 
  3. Despite struggles with affordability and capability, many states still plan to purchase the F-35 Joint Strike Fighter. Why?
